Chile: Subpesca launches technical review of salmon concession relocation requests

Chile’s Subsecretaría de Pesca y Acuicultura (Subpesca) has launched a formal review of pending salmon concession relocation requests, targeting applications that have stalled under the regulatory framework in place since 2010.

The review process began the week of April 14, when Subpesca’s Aquaculture Division started convening technical meetings with concession holders. The agency will analyse each case individually and coordinate directly with operators to identify processing gaps and collect updated information.

The relocation instrument has seen limited use since its introduction due to administrative and technical complexity, Subpesca said. The review aims to resolve cases that have advanced below expectations.

Subpesca said objectives include providing greater legal certainty for concession holders, assessing application viability, identifying regulatory improvements, and strengthening inter-institutional coordination.

The agency has previously acknowledged that regulatory bottlenecks affect roughly 30% of salmon concessions in Chile. This review represents the first structured attempt to work through that backlog systematically. Whether the case-by-case approach can move fast enough to materially improve conditions for operators will depend on the volume and complexity of eligible applications.
